【黃冰芬：政策應支持香港青年發揮『背靠祖國、聯通世界』的優勢】

明匯智庫於8月14日發佈首份對接國家十五五規劃 - 《特區政府首份五年規劃》及《2026施政報告》建議書，透過系統性框架整合教育、就業、房屋及福利等分散政策，將青年發展提升至全政府戰略層面，並提出具體實施路線圖，為香港未來人才儲備與社會動能提供清晰導航。

全國人大代表，明匯智庫榮譽顧問黃冰芬表示，香港青年既希望更深入認識國家的發展，親身到大灣區學習、實習、就業和創業，同時亦希望接觸世界。這正是香港『背靠祖國、聯通世界』的獨特優勢，我們的青年政策亦應該體現這個特色，讓青年既有國家觀念，亦具備國際視野和競爭力。

The Proactive Think Tank released its first proposal document on August 14, aligning with the national 15th Five-Year Plan, the HKSAR Government's inaugural Five-Year Plan, and the 2026 Policy Address. Through a systematic framework, it integrates disparate policies spanning education, employment, housing, and welfare, elevating youth development to a government-wide strategic level. It also puts forward a concrete implementation roadmap, providing clear direction for Hong Kong's future talent pool and social vitality.

Ms. Iris Wong, MH, JP, a Deputy to the National People's Congress and Honorary Advisor of Proactive Think Tank, stated that Hong Kong's youth seek deeper engagement with the nation's development through Greater Bay Area opportunities—study, internships, employment, and entrepreneurship—while also staying globally connected. This embodies Hong Kong's unique edge of 'relying on the motherland and connecting to the world.'
