【蔡曜陽：建立一站式大灣區支援機制，將《青年發展藍圖》納入五年規劃，實現青年政策與國家規劃對接，構成長遠治理體系】

明匯智庫於8月14日發佈首份對接國家十五五規劃 - 《特區政府首份五年規劃》及《2026施政報告》建議書，透過系統性框架整合教育、就業、房屋及福利等分散政策，將青年發展提升至全政府戰略層面，並提出具體實施路線圖，為香港未來人才儲備與社會動能提供清晰導航。

香港各界青少年活動委員會副主席兼秘書長蔡曜陽表示，建議建立一站式大灣區支援，幫青年解決資格、稅務、住房等障礙。同時，將《青年發展藍圖》納入五年規劃，變為可追蹤的跨部門機制。最終讓青年政策與國家規劃對接，成為持續運作的長遠治理。

【Hong Kong Youth Development Research Recommendations】

【Mr. Stephen Chua: Establish a one-stop support mechanism for the Greater Bay Area, incorporate the "Youth Development Blueprint" into the Five-Year Plan, align youth policies with national planning, and form a long-term governance system.】

The Proactive Think Tank released its first proposal document on August 14, aligning with the national 15th Five-Year Plan, the HKSAR Government's inaugural Five-Year Plan, and the 2026 Policy Address. Through a systematic framework, it integrates disparate policies spanning education, employment, housing, and welfare, elevating youth development to a government-wide strategic level. It also puts forward a concrete implementation roadmap, providing clear direction for Hong Kong's future talent pool and social vitality.

Mr. Stephen Chua, the Vice Chairman and Secretary-General of Committee of Youth Activities in Hong Kong Limited, stated that it is recommended to establish one-stop GBA support station to address qualification, tax, and housing barriers. Also, it is important to integrate the Youth Blueprint into the five-year plan as a traceable cross-departmental mechanism, aligning youth policies with national planning for long-term governance.
